In this section, we present the five main actors involved in ensuring high quality of a LOR. These actors are :

LOR Manager responsible for interoperability, digital rights management, intellectual property, conformance to standards, interoperability, information to stakeholders and training possibilities.
- LO Contributor authors and designs LOs according to principles derived from the Q4R quality dimensions applied as well as using a wellknown Instructional design method..
- LO Metadata Indexer enters metadata and thereby ensures quality of metadata leading to increased findability of an LO as well as technical reusability.
- LO Evaluator
- LO Re-user uses and adapts LO's and annotates on the user-friendliness, robustness and adaptability of an LO, thus contributing to the continuous high quality the LO.
